A Message from the Chair:

The Child Care Executive Partnership Program was designed to help Florida's employers meet the needs of a growing segment of their workforce-working parents. Florida's Legislature, employers, and communities-all partners in the Child Care Executive Partnership Program-should be proud of what has been accomplished so far:

>> Since its creation, this innovative, public/private partnership program has been touted on a national level as a model program by entities including the U.S. Department of Health and Human Services, Administration for Children and Families, and the U.S. Department of the Treasury.

>> The Child Care Executive Partnership Program has grown every year since its creation, serving 7,089 children during the 2001-2002 Fiscal Year at half the usual cost to the state.

>> The Child Care Executive Partnership Program is overseen by a dedicated and caring board, appointed by the Governor, that is composed of outstanding members of the corporate and child care communities.

The reward and the challenge of this program is that although the program has grown each year, the demand for participation still exceeds the supply of available state matching funds. In fact, at the beginning of the 2002-2003 Fiscal Year, the requests for CCEP funding exceeded the amount of available matching funds by almost $13 million-a testament to the value of this program to Florida's employers and communities.

With a difficult budget year on the horizon, we are optimistic that a program such as ours-one that not only provides a valuable service to employers and their low-income employees, but also "leverages" public funds through a public-private partnership-will continue to strengthen and flourish. The Child Care Executive Partnership looks forward to the challenges and opportunities that lie ahead!

Sincerely,
Joel L. Rosen
